Allison Platt: What’s Happening with the Bend Central District?

The Bend Central District (also known as the BCD) is a special place for many people. Located at the very heart of our rapidly growing city, the BCD has enormous potential to provide more housing and jobs near existing businesses, services and activities that will make our community more livable and protect our Bend from sprawl. 

So much has happened already with this project. We’re excited to learn more about what’s ahead for the Bend Central District.

Allison Platt is the Core Area Project Manager for the City of Bend. She is experienced in transportation, land use, and economic development policy and planning. Allison’s focus is on helping Bend grow up in our Core Area to support our region’s housing, environment, and economic development goals.

In this episode Ryan Buccola and Allison Platt discuss:

  • The vision, goals and geographical boundaries of the Bend Central District.
  • Some timelines and estimated completion dates of projects in the BCD, including the Hawthorne Crossing.
  • Sources of funding for BCD projects as well as incentives for developers that are within the boundaries of the district.
  • What residential and commercial integration will look like in this part of town.

  • The City of Bend is still actively pursuing both state and federal grants to help secure funding to fully fund the Hawthorne Crossing. In the meantime, they are going to initiate design for the project and will be releasing a request for proposals for engineering consultants in the next several months to identify a team, as well as for the Franklin Crossing, the Second Street Streetscape Improvements project and improvements to Greenwood Avenue.
  • The BCD is on a 30-year funding plan and vision for the area, but the evolution will continue far past that. We should start seeing some projects, mixed use and housing projects in the BCD, come online probably around 2026 for the first one, maybe 2025, if all goes well.
  • There are three new incentive tools that were all developed over the last year or two to support primarily housing development in the Bend Central District. A brand new program just adopted by the Bend City Council is the Core Area Development Assistance Program that will offer annual grants for housing projects.
